Help! - Question about Student Finance?

Hello , I was wondering if anyone here could help me with my dilemma ,

However, I had already started a degree course in 2008/2009 and carried out a year 's worth of loan / grant : I left that course and do not remove the new loans / grants for it. MedlinePlus I was under the impression that every student is entitled to four years worth of loan - however , the above statement seems to imply that , to be eligible for funding this year I have paid the penalty year loan 2008/2009 ? Also, although I have to pay this money , then how I can go about doing this ? Finally , what should I respond to more than 2 questions on the application ?
