Charges on cash loans that are the fault of the loan office (moneymart)?

If a person was told to return the loan is not drawn from a bank account before a certain time and then went away and the person being charged for a returned check, the customer is responsible for that fee ? Or Moneymart because he said he is not removed from the bank account untill a later time ?

In British Columbia in Canada.

Never before authorizing anything now because of this. Loan companies are notorious for this.
